Prohibited sports betting participants include any person who is prohibited as defined in 11VAC5-70-10 of Title 11 of the Virginia Administrative Code and pursuant to §58.1-4041 of Title 58.1 of the Code of Virginia. Persons prohibited from participating in sports betting in Virginia include:

An individual whose name is on any self-exclusion list or the Virginia Lottery Exclusion List;

An individual whose participation may undermine the integrity of the betting or the sports event;

An individual who is prohibited for any other good cause;

An individual who makes or attempts to make a wager as an agent or proxy on behalf of another for compensation;

The Director and any Board member, officer, or employee of the Virginia Lottery,

Any permit holder;

Any director, officer, owner, or employee of a permit holder and any relative living in the same household as such persons;

Any officer or employee of any entity working directly on a contract with the Department related to sports betting; and

Any competitor, coach, trainer, employee, or owner of a team in a professional or college sports event, or any referee for a professional or college sports event, shall be prohibited from placing a bet on any event in a league in which such person participates.
